This ambitious financial plan is anchored by anticipated tax revenues exceeding 500 trillion won, as the nation gears up to significantly bolster its investments in the burgeoning fields of artificial intelligence and semiconductors. President Lee Jae Myung has underscored the government’s commitment to fully supporting three pivotal national initiatives, specifically targeting the semiconductor sector, AI data centers, and the development of physical AI technologies.
A key component of this strategy is the establishment of a Future Response Fund. This fund will leverage the additional tax revenue generated by advancements in the AI-driven semiconductor industry. The focus of this fund will be on long-term investments aimed at benefiting the nation’s youth, enhancing educational opportunities, promoting regional development, and fostering innovation across various sectors.
The government’s vision extends beyond technological advancement, as it also plans to enhance vital infrastructure elements such as electricity, water supply, transportation, and logistics. In tandem with these efforts, there will be improvements in housing, healthcare, education, and cultural facilities, all designed to support equitable regional growth throughout the country. This holistic approach aims to create a more balanced and sustainable development framework nationwide.
In order to create additional fiscal capacity for these strategic investments, officials have outlined a plan to reorganize approximately 50 trillion won in government spending. This restructuring will allow for more focused and effective allocation of resources. The 2027 budget is also set to expand initiatives that support the younger generation, bolster protections for nontraditional workers, and advance the “AI for All” program, which seeks to democratize access to AI technologies across South Korea.
